In 1948, Crescent Bay Council's original district, Santa Monica, was divided in two to form Wilshire and Sunset Districts. The District names likely refer to Wilshire Blvd and Sunset Blvd that traverse across the District geographical boundaries. The reason for splitting Santa Monica District is unclear but a north-south line was drawn creating western and eastern halves of similar geographic size. However, the population split between the two new districts was very lopsided. Wilshire District comprised the population centers of Santa Monica, Ocean Park and Pacific Palisades. Sunset District comprised the small communities of Topanga, Fernwood and Malibu. This division lasted six years when Wilshire & Sunset Districts were re-combined to create Santa Monica Bay District in 1954.
Sunset District had very few units, perhaps only three or four troops and a similar number of Cub Packs. It is thought that in the first few years following the split, Sunset District held some of its own events but by 1952, scouts in Sunset were mostly participating in camporees and other activities held by Wilshire District. This fact may have led to the re-combining of the two Districts in 1954. Wilshire & Sunset also participated in the "Council-Wide" camporal in 1953,
Very little is known about the activities and events of Wilshire & Sunset. Patches and ribbons shown below, along with mentions in Council documents, comprise the bulk of evidence remaining to document the existence of these short-lived districts in Crescent Bay.
